Description

The Eastern North Carolina School for the Deaf (ENCSD) is a state school serving the 54 easternmost counties that provides a specialized learning environment for deaf and hard of hearing students, kindergarten through 12th grade, following a typical school calendar. The ENCSD offers students an academic setting with standards-based instruction, low classroom ratios, career and vocational skills development, current technology, and an overall accessible environment for learning through American Sign Language. The ENCSD seeks to promote both intentional and experiential learning to provide continued advancement in student academic achievement and social/emotional well-being.

The primary purpose of this administrative position is performing the accounting operations within the Business Office for the Eastern North Carolina School for the Deaf (ENCSD). The primary responsibility is for the review and accurate processing of accounts payable transactions for ENCSD using Department of Public Instruction and Office of State Budget policy and guidelines for complex invoices in the North Carolina Financial System (NCFS). The position serves as an Accounts Payable (AP) Specialist and focuses on analyzing, auditing, and processing a variety of invoices for all ENCSD. In order to research and resolve payment related discrepancies, this position requires the ability to interpret and communicate both internally and externally. The primary areas of accounting include the following areas: Accounts Payable, Expense Reimbursement, E-Procurement, and General Ledger. This position is also responsible for following up on the receipt of goods purchased through E-Procurement and ensuring timely payment of invoices. This position is the direct liaison with the vendors and the DPI Accounting Office to resolve any payment issues the vendor may have. In doing so, this position must be knowledgeable with the chart of accounts and cost centers assigned to the school to ensure proper charging of expenditures to state and federal programs. This position also works on special projects and requests from the Business Manager or Director that requires special programs knowledge and ability to remain current in developments and trends in area of assignment. This position reports directly to the Business Manager.

Knowledge, Skills and Abilities / Competencies

Considerable knowledge of OSBM policies, governmental accounting methods and procedures, as well as basic knowledge of program laws and regulations. This position validates and certifies accuracy and validity of vendor and employee payments and examines records to assure adherence to OSBM and DPI policy and other regulations. This position can apply knowledge and experience in a variety of technology, financial systems daily (NCFS, DSS, E-PROCUREMENT), and software packages to create and maintain financial data.

  • Proven ability to manage a variety of transactions which may require considerable financial program knowledge.
  • Knowledge of reporting financial area or programs, including preparation and analysis of financial statements and reports.
  • Proven ability to maintain complex records and prepare reports or tabulations.
  • Management Preference: Training in use of the North Carolina Financial System with six months' active experience is preferred.

Note on Education and Experience Equivalency: Equivalency can go both ways. If a job has a minimum education and experience of associate degree and two years’ experience, someone with a bachelor's degree could qualify.

High school diploma or General Educational Development (GED) diploma and two years of related administrative experience; or equivalent combination of education and experience.

A boarding program is available for enrolled students residing outside of Wilson County.
